CSS issue

I have a css issue.
I have built my mobile site and when I access pages using the menu the pages load correctly. The problem I have is that if I refresh the browser I loose all styling and Mobile Joomla uses the cashed css file.

I understand it is difficult for you to give an actuate diagnosis of the issue without back-end admin access. But some the content of the site is sensitive. If you could give me some possible causes it would be very helpful.
