Putting on a responsive website

Is this extension for a non-responsive Joomla! design, or can it work on a design that is already responsive?

I use it with several responsive Joomla sites, it makes a much cleaner and
improved visual presentation. Still haven't found a responsive template
that works as well as MobileJoomla. My favorite Mobile Joomla templates are
Square and Elegance.
