Well that is because we anticipated it not to be a frequent scenario in the first place. In addition, a quick release is on its way, which will give all wurfl&permissions etc. related problems an end
Nevertheless, we deeply appreciate your effort on explaining it in such detail, and will make it to the wiki shall the next release delay somehow.

I tried this and I was still unable to get it to work. I did download and upload the WURFL file and web browsers patch to get OK for each but haven't figured out how to Update the cache directly or via a workaround.

Internal Server Error, you are running Joomla! on a windows machine?

I highly would recommend to run it on a Apache machine, saves you a lot of trouble...
