Installation success but jQuery mobile not applied

I upgraded from 1.5 to 2.5.3.
On 1.5 it worked nicely.
Now it seems like jQuery mobile is not applied.

oh, seems like jQuery mobile not being applied is correct. Well, that looks a little - minimalistic.
And weird that jQuery mobile was applied on Joomla 1.5 without buying a template.
