I am trying to but this product , I am from India, Purpose: business.

I do not have a VAT Tax id, as its for only companies that buy and sell products. We are a services company.

I would also like to know if, we can changes the website for which we buy.  I am proposing this template to a client of mine, I dont mind buying and showing him a complete demo, but if he wants a diffident solution, can i change the website and continue using it on a different website. Do you have a developer licence?

Hi there, you can inform us about the change it and use on another site, that should not be a problem. VAT number is not required. Please let me know if you need any further information/help.

Seems there is a problem on the order page. We will fix this asap, you do not need to provide VAT.
