well, I already saw it, and doesn´t make exactly what i want.
Perhaps I have to explain a litle more:

This is my index.php, the first page when u go to my website:

And this is what I want to make:

When u visit my website(normal website not mobile), it doesn´t go directly to the joomla site, it go to a menu(index.php), then when u press a link, then goes to the joomla site.
I want the same procedure to the mobile version. Or perhaps I have to make it manually?

When u go to my website, it goes to a index.php, inside this php is a identification procedure, it detetc your language and then show a menu with ur language. Then when u press a link in the menu, redirect to the joomla site. I don´t know if that can i make in the mobile version, but, I want to show the menu, like the picture above.

There is a way to handle it?

What I think is required is a way of detecting a mobile and then displaying on the mobile a menu. I only know how to do that using Mobile Joomla under the control of a Joomla site, so I am not able to help. Sorry.

Naturally everything is possible, because Joomla! and Mobile Joomla! are open source and only your imagination and the skill is limit

Unless you cannot get what you want done with menus I suggest you create a dummy article which simply lists items using bulleted lists and then style this list using CSS.
